There's an "Award points" button below each answer on any question, next to the "link" button. I don't dare to press it, I don't see it mentioned in the FAQ, and it's not present on Stack Overflow, at least not under the same name. It also links somewhere else than the upvote button, so apparently it's different.

You can use the "Award points" button to give another user some of your own points.

To me it seems like a time-wasting feature, and I don't think anyone uses it.
