I think TA identity cards are distributed via a broadcast protocol alá UDP, i.e. unreliably. The best way to get it seems to be to periodically invalidate your old cards (even if you haven't received them). If you are really lucky you can mess up the internal state of the card service enough to get a card without expiration date (yes, it happens). |

I've heard of people receiving them anywhere between from before the course starts to several months after the course ends. Sadly, no one has been able to determine an efficient algorithm to predict the arrival time, and it is commonly hypothesized to be an NP-hard problem. |
